Roaming within the network: what, where and how much

The topic was provoked by the latest news from the capital's MegaFon about the introduction of special "options" in intranet roaming. In fact, the proposal eliminates the only radical difference between MegaFon and the other two Big Three operators, and now it becomes much easier to compare tariffs / services. Let's hope that after so many years of waiting, these on-net options have appeared finally and forever.

Background

Without preferential intra-network roaming in neighboring regions, the federal operator in any case retains the image of "parochiality" and a certain "inferiority" for those who are more or less actively moving around the country. Even if we are talking about such a very large region as the Moscow licensed zone. At one time, a real home tariff in the surrounding areas was an extremely strong advantage for Beeline, after some time something similar was forced to be introduced into MTS. True, they did it not even halfway, but, so to speak, “quarterly” with a bunch of insidious reservations, asterisks in the description and notes in small print. For marketing reasons, they called this tricky work “Your home tariff” (written in quotation marks), in which the price features of home tariffs were announced as benefits and discounts that are not valid in intranet roaming. But in this LVSR (preferential intra-network roaming) there were free incoming and very humane rates for calls within the network, especially to subscribers in their home region. Then, at about the same time, MTS and Beeline introduced a fee for connecting the service and a daily subscription, there were additional changes "in the course of the play." Fans of historical novels can read our two-year-old post here.

Since then, the structure of LVSR in MTS has changed for the better, cruel mark-ups for calls to "enemy" networks in your region have been removed, and in terms of price parameters, on-net roaming as a whole has come close to a more humane and transparent version of Beeline. The next important step was the emergence of intra-network roaming with free calls already throughout Russia. In Beeline, this service was called "Our Country", for five rubles. per day (150 rubles / month) all incoming calls when traveling in Russia become free. Business subscribers liked the offer very much, and in June MTS launches a symmetrical service "Everywhere at Home" on the market, at first glance it is the same, but cheaper by a ruble a day. Quote from our publication on the subject:

“It begs a comparison of “Everywhere at home” with the Beeline similar service “Our Country” that appeared earlier. The difference is noticeable and corresponds to the general principles of the roaming tariff policy of the two operators. With the connected service "Our Country", a Beeline subscriber for 150 rubles. per month receives all incoming calls for free, all outgoing calls at standard roaming rates. An MTS subscriber with the service "Everywhere at home" for 120 rubles per month receives free incoming calls only from MTS subscribers, plus calls to MTS phones in his home region at 5 rubles per minute. instead of RUB 8.90/min, all other outgoing and incoming calls are charged at standard roaming rates. As for the third member of the Big Three, there is nothing to compare here: MegaFon-Moscow does not yet have any options for receiving free incoming calls when traveling within Russia.

Metropolitan MegaFon version

Now about how I formed my line 2*2 High Quality Duvet Cover with 1 Bedsheet & 2 Pillow Cases roaming offers from Moscow MegaFon. Description on the operator's website can be read here, quotes with the main parameters:

Roaming like at home:
You will be able to use communication services on the territory of the Bryansk, Vladimir, Ivanovo, Kaluga, Kursk, Kostroma, Nizhny Novgorod, Oryol, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions at the same tariffs as and when you are in Moscow or the Moscow region.

To connect, send a free SMS with any text to 000105167 or dial *105*167#, disconnection - *105*167*0#. The cost of connecting the tariff option is 30 rubles. with VAT, subscription fee for use -1 rub. with VAT per day. After activating the option, the cost of MMS transmission consists of the tariff for the MMS service according to your tariff plan and the cost of GPRS-Internet traffic in your home network.

Three times cheaper:
When traveling around Russia, you will get the opportunity to reduce the cost of any incoming and outgoing calls to MegaFon subscribers by three times.

To connect, send a free SMS with any text to 000105166 or dial *105*166#, disconnection - *105*166*0#. The cost of connecting the tariff option is 60 rubles. with VAT, subscription fee for use - 3 rubles. with VAT per day.

As you can see, the proposed two options for preferential roaming within the network, in their ideology, correspond to the proposals of competitors: free incoming and conditionally home tariffs in neighboring regions in the form of a service with a monthly fee and benefits in intranet roaming throughout the country as a separate service for an individual subscriber. The description indicates the validity of the options - until March 31, 2010. Let's not guess, but there is reason to believe that preferential intra-network roaming will continue after this date. Another question is whether prices will remain in their current form? There is no point in fantasizing, a lot depends on the situation on the market and the pricing policy of competitors.

Now about some features of the services. The "Roaming like at home" option is valid for voice calls and SMS messages, which are promised to us at home tariffs. Connected packages of SMS messages will not work. GPRS-traffic will be charged at the standard price of 7 rubles. per megabyte with 100-kilobyte session rounding, GPRS traffic packets in intranet roaming will not work. The traffic included in the subscription fee will not be spent on the "Modem" tariffs, the scheme of 7 rubles / Mb is included in intranet roaming. When sending MMS messages, GPRS traffic will be charged separately, and traffic will be charged when receiving incoming MMS. A funny detail: according to the assurances of the subscriber service, the traffic spent on receiving / sending MMS traffic will be paid not at 7 rubles / MB, but at home rates for this tariff. That is, for example, at the O'Hard TP - 3.50 rubles / MB.

The “Three times cheaper” option reduces the cost of all incoming calls to 3 rubles per minute, the same amount (3 rubles per minute) will cost outgoing calls to all telephone numbers of the MegaFon network, including telephone numbers of all regional branches . The remaining outgoing calls will be charged at the standard price of 9 RUB/min.

Comparing options

Geography

I remembered a line from a song by Vladimir Vysotsky: "... Paris is open, but I don't need to go there." For those who regularly travel to a certain area, the availability of preferential intra-network roaming with free incoming calls may dictate the choice of operator. Since without this service, communication costs in roaming can easily “eat up” any savings from a more favorable tariff / operator in the home network, and not everyone is ready to rearrange SIM cards and call from “left” numbers. Territories of preferential intra-network roaming with all free incoming calls for a moderate monthly fee:

  • MTS, Neighboring Regions. Belgorod, Bryansk, Vladimir, Voronezh, Ivanovo, Kaluga, Kostroma, Kursk, Lipetsk, Orel, Ryazan, Smolensk, Tambov, Tver, Tula and Yaroslavl regions.
  • Beeline, Home Region. Bryansk, Vladimir, Ivanovo, Kaluga, Kostroma, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions.
  • MegaFon, "Roaming like at home". Bryansk, Vladimir, Ivanovo, Kaluga, Kursk, Kostroma, Nizhny Novgorod, Orel, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions.

LVSR prices

In principle, the prices are comparable, and all three operators in preferential intra-network roaming have all free incoming calls plus “your home tariff”. But there are some subtleties in the prices for services and in the wording:

  • MTS. “Your home” tariff is understood as the maximum possible price of a minute of a call at the tariff, all features of the tariff plan are declared “discounts that lower the tariff” and do not work in roaming. Those. no free minutes on Super Zero, no accumulators on Lots of Calls, Calculating all minutes for the price of a fourth, and so on. GPRS-traffic on the vast majority of voice tariffs for 15 rubles/Mb with 100-kilobyte session rounding. But special Internet tariffs (“Connect”, “Onliner”) retain their parameters in intranet roaming. Outgoing SMS for 1.95 rubles, packages are not valid.
  • Beeline. The parameters of "Your home" tariffs correspond to "home" without quotes, GPRS-traffic is also at home rates. SMS on postpaid tariffs at home rates, but on prepaid tariffs already at 3.95 rubles. for a little thing.
  • MegaFon. "Your home" tariff does not run wild and coincides with "home" without quotes. GPRS-traffic at a single price of 7 rubles/Mb with 100-kilobyte rounding on all tariffs, including special Internet tariffs, this is sad. SMS-messages in accordance with the tariff plan, packages are not valid.

Discounted prices for intranet (non-concessional) roaming

  • MTS, "Everywhere at home." The cost of the service is 3.95 rubles. in a day. For these 120 rubles per month, subscribers receive free incoming calls from the MTS network and outgoing calls to MTS subscribers in their home region at 5 rubles per minute. (on most rates). Other incoming calls outgoing to phones in your region and to MTS phones in other regions - 8.90 rubles per minute. Calls to other Russian numbers - at intercity prices in accordance with their tariff, usually about 13.5-14 rubles / min.
  • Beeline, Our Country. The cost of the service is 5 rubles. in a day. For 150 rubles per month, we receive all free incoming calls, and not just from our own network. Outgoing calls to phones in your region and to other Russian numbers - 9.95 rubles/min.
  • MegaFon, "Three times cheaper." The cost of the service is 3 rubles. in a day. For 90 rubles per month, the subscriber receives all incoming calls (not only within the network) at 3 rubles per minute, outgoing calls to all Russian MegaFon networks also at 3 rubles per minute. Outgoing calls to phones in your region and to other Russian numbers - 9 rubles per minute

As you can see, the simplest and most "transparent" billing scheme with all the free ones included in the Beeline version. The MTS version is cheaper by a ruble per day, but incoming calls are free only for calls from MTS phones and outgoing prices are asymmetrical. Traditionally, MTS is well suited to those who communicate mainly within the network. The MegaFon version is even a ruble cheaper, but there are no free incoming calls even in the truncated on-network version at all, only a price reduction to the level of 3 rubles per minute. But the same 3 rubles for calls to all regional networks of MegaFon. Probably, all three versions have the right to exist, but personally, the Beeline option seems to me the most beautiful and logical, and the discount in the metropolitan MegaFon looks somehow unintelligible, or something ... A purely personal opinion, of course.

Summary

We did not see any special price miracles and "breakthroughs", the prices are comparable. A little more expensive / cheaper can hardly be considered a reason to run to change the operator and the usual number. And all sorts of tunings with “optimizations” are on the alert, in which case none of the operators will hesitate to correct the service / tariff. The “geographical” factor (a list of regions with LVSR) is another matter, here people who are interested have something to think about. And it remains for us to wait for spring and see if the new on-net options in the metropolitan MegaFon will be canceled.

MegaFon version of the capital

Now about how metropolitan MegaFon formed its line of 2*2 High Quality Duvet Cover with 1 Bedsheet & 2 Pillow Cases roaming offers. The description on the operator's website can be read here, quotes with the main parameters:

Now about how he formed his line 2*2 High Quality Duvet Cover with 1 Bedsheet & 2 Pillow Cases 2*2 High Quality Duvet Cover with 1 Bedsheet & 2 Pillow Cases roaming offers metropolitan MegaFon. The description on the operator's website can be read here, quotes with the main parameters:

Roaming like at home: You will be able to use communication services in the territory of the Bryansk, Vladimir, Ivanovo, Kaluga, Kursk, Kostroma, Nizhny Novgorod, Orel, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions at the same tariffs as when you are in Moscow or the Moscow region.

Three times cheaper: When traveling in Russia, get the opportunity to reduce the cost of any incoming and outgoing calls to MegaFon subscribers by three times.

Since without this service, roaming communication costs can easily “eat up” any savings from a more favorable tariff / operator in the home network, and not everyone is ready to rearrange SIM cards and call from “left” numbers.

Discounted prices for intranet (not preferential) roaming
