Separate account for content

The second content account protects us from theft and imposed paid subscriptions. This is not an initiative of operators, but exactly the opposite: mobile operators are legally obliged to provide this protection against unsolicited content to those who ask for it. As it turns out, the vast majority of subscribers do not understand this.

Moreover, even experts do not understand, thinking thoughtfully that the subscriber already knows how much he is ready to spend on content, and he does not need a separate account for this. The connection statistics are depressing, but the result was predictable: cellular operators have done and continue to do everything in their power to make the procedure as difficult as possible, even for those very few who are in the know. Operators can be understood, "money does not smell," and they are not their own enemies. But we are also friends to ourselves, or what? Let's move a little for our own good, since the Law has given us such an opportunity.

A digression

Probably, such laws are not born out of the blue. Three or five years ago, a content bacchanalia raged across Russia, the guys frankly stole en masse on all content fronts. But they did not steal "peddling". Nobody was particularly touched by this: we wrote our sentimental reviews, subscribers suffered verbosely in social networks, thieves continued to steal. The operators pretended to care about the client and sometimes returned the stolen goods, but, by and large, they did not care much. Serious content providers also tried not to rock the boat too much. However, young and hot content riders always wanted to play “stole a lot - ran away”.And they finished the game when a wave of famous Windows blockers with a porn screensaver covered everyone and reached our high-ranking officials. And, perhaps, lawmakers also covered. The very requirement to send paid SMS to a short number is hardly strained, 1,000-1,500 rubles. money is not for them. It was annoying that no paid SMS could save close-ups from the genitals from different angles on the screen of a working computer, and this was already not good.

And away we go. Operators suddenly began to unanimously tighten their requirements and report on their fight against fraud, legislative initiatives appeared on the topic of saving long-suffering Russians from mobile scammers, and the media got involved. In general, I do not insist on my hypothesis, but everything coincided in time. And since then, the content chaos has greatly diminished, this is a fact.

I mean, the origin of lawmaking is not so important, the end result is important for mere mortals. New rules have appeared - we delve into and use, and do not spread through the "VKontakte" with another complaint about a raped wallet.

Background

So, a little more than a year has passed since operators were required by law to create, at the request of subscribers, a special, separate account for paying for content. So that we can plan our expenses for content and, most importantly, avoid spending imposed on us and the banal theft of all sorts of content scammers, SMS Trojans, and so on and so forth. Money for content is withdrawn only from the additional account, the main balance of the phone is protected and inviolable. Accordingly, if you don’t need content, then zero rubles on a content account is an obstacle and a “donut hole” for all those who are trying to steal your money from your phone balance.

Good? How good too. it would have been if the operators had not lobbied for the idea at the stage of drafting the law. To begin with, they “broke” the main core of the proposal: it was supposed to create a second account for everyone by default. They played exactly the opposite: the second score is made only to those who demanded this score and were able to achieve it (more on that below). The second trick is that the operators have obtained permission to write off money from the main account for their content, the restrictions apply only to “other persons involved”. That is, the operators carefully removed all the own-child content rubbish from under the blow. The third “feature” is that in the case of opening an additional account, the operator is relieved of all obligations to inform the subscriber about the conditions, the price of the purchased content, etc. All other blocking of content rubbish also becomes optional. Like, if you are so smart and even read the laws, then we will make a separate account for you, so be it. But if we catch anything, then don’t blame me ... The kindest people are sitting with us in the Ministry of Telecom and Mass Communications. I hope they pleased the cell phones disinterestedly and strictly out of friendship. Our detailed analysis of the new legislation of April 30, 2014 can be read here.

You can read a detailed analysis of which of the operators and how they implemented the “second score” that is required by law can be found here. There were enough inconsistencies and roughnesses, but most of the shortcomings were somehow managed in a year. Connection schemes for the "second account" are built and even work. Although they work according to the principle “a hedgehog is a proud bird, if you don’t kick it, it won’t fly,” we’ll talk about practical aspects separately.

Statistics

An excellent note was published yesterday in 3DNews, let me quote.

“Russian mobile subscribers are in no hurry to take advantage of the opportunity to open a separate account to pay for content services. Most users of this service are VimpelCom subscribers, Vedomosti reports, citing Roskomnadzor data.

Recall that on May 1, 2014, amendments to the law "On Communications" came into force, according to which Russian subscribers can open a special account to pay for content. The rule provides that after a subscriber's request to purchase content, the operator must send him an SMS message with a request to confirm the service and information about its cost.

According to the statistics of Roskomnadzor, 1.6 million Russian subscribers used this service during the year, where the majority (1.3 million) are VimpelCom customers. Second accounts for payment for content services were opened by 349,463 MegaFon subscribers. MTS has only 541 such subscribers. The reason for such a strong spread in the popularity of the service among operators is not specified.

According to AC&M-Consulting analysts, by the beginning of 2015, the number of mobile subscribers in Russia amounted to 239.37 million. It turns out that slightly more than 0.5% of users connected content accounts, said Oksana Pankratova, partner of AC&M-Consulting. In her opinion, Russians do not need a special account to pay for content, since many subscribers already know how much money they have on their accounts and are aware of how much they can spend on content.

Comparing the number of SIM cards to the number of users is absurd, but it doesn't matter. About the confusion with AOC (Advice of Charge) and the second content account, which is no way here - okay, the journalists haven’t figured it out, we’re stupid. When connecting a second account, just no one is obliged to inform anyone. But the announced figures are very interesting and speak volumes, although they are provided with the comment “The reason for such a strong spread in the popularity of the service among operators is not specified.” Let's try to understand and clarify, we don't mind.

The unexpected multiple leadership of VimpelCom subscribers can be explained simply: ALL postpaid subscribers who want to use their phone balance for content and any other payments willy-nilly create an additional account for themselves and pay from it. Subscribers simply have no choice, as the operator does not intend to credit utility bills or parking. If you want to pay from your phone balance, open a separate advance account, and you will pay from it.

The record low number of those who connected a second account in MTS (541 (!!) subscribers compared to 350 thousand subscribers in MegaFon) is also easily explained. In MegaFon, the second account can be connected with a USSD command from the phone, in MTS everything is more complicated. You need to personally visit the Salon-shop, and not anyhow, but a special one, and present there the “face of the face” for verification with the passport. To write an application. After three working days, a content account will be created. Then, if you are going to use your phone to pay for parking, you need to visit the Salon Store and find out your personal content account number. And then replenish it in a cunningly twisted way through the site with a credit card. Or in the MTS Salon Store. For ease of remembering an insane number of numbers, you can make a tattoo with a personal account number on your arm, it will look stylish. I'm not Ramzan, but honestly, I would give the 541 heroes who successfully passed through all this the medal "For taking a content score".

Practice

After reading horror stories about “handwritten long-written” statements (December 2014), I wanted to test the procedures myself. Were they supposed to “integrate” the second content issue into their business processes in a year? In general, we have integrated, everything works, and even application forms have been made, but in fact, you will stumble many times. A short local test drive of connecting a second account through the operators' service offices.

Skylink. Everything is complicated here. There is no information on the site, the forum is dead, no one answers letters, the last service office on Vorontsovka (Moscow), according to rumors, will be closed in June. Probably, customer service will be transferred to Rostelecom or Tele2 at the end of August. The law is harsh, but it is not written for Rostelecom. Well, okay, as long as the connection works.

Beeline. Everything is connected (sorry for the wild word) by USSD commands and through the Personal Account, the easiest way is to find / read and do everything through the My Beeline mobile application. The service office is unlikely to help you, alas. To the best of my ability, the young man politely explained to me that they don’t have such a service at prepaid rates and never had it, why?! Everything can be perfectly paid from the main balance. Surely there is no way to make a second account? Of course not, believe me! And the look is so kind and compassionate. On that they parted, Beeline does not pay me for training employees. Just in case: when connecting a second account, be careful not to accidentally connect the option with auto-replenishment of the second account from the main one, such a joke is carefully provided.

MTS. The young man did not understand my claims, but was confident and categorical: “You can link the additional personal account of the second number to your number in the Personal Account, I myself have done this many times!”. I tried to explain that we are talking about a second account on the same number - it's useless. I showed him the carefully printed "Procedure for the provision of content services" by MTS, in which everything is described in detail, alas. “We have our own manuals and in general, now Advertising & Marketing CV the program still does not work. Come back tomorrow". In the second Salon-shop, the girl scaredly batted her eyelashes, then gave out a wonderful phrase: “We have an ordinary Salon-shop, but you probably need to go to a service Salon-shop!”. How many wonderful discoveries we have. But thanks for not just sending. The third Salon-shop, presumably, turned out to be the same “service”. Pretty quickly figured out the issue and still connected the coveted "second account". Justifiably swiping with the phrase “See you soon!”, after the number of this account, welcome to them in three working days. Consolation for the faint of heart: in MTS, the “Content Ban” service works well and can be considered an alternative to the second account as a protection.

MegaFon. The second account can be created using the USSD command or through the Personal Account, but not everyone can complete the quest. A USSD request, like an item in the Personal Account, can stubbornly demand a certain address, and on the third or fifth attempt, suddenly agree to do without this “address” and still generate a second content account. The machine logic is incomprehensible to me, but many perceive the first "slap" as the final one and dutifully stomp to the service office for the desired "address".

For the sake of fairness, I must say that MegaFon does not hide the possibility of connecting a second content account and even hints that this is a good way to save yourself from content rubbish. And this is true: any bans on Internet clicks, Subscriptions, etc. in MegaFon have already been set for a good dozen. All these "bans" act selectively on a certain type of content, and each only for three months, such a subtle mockery of the subscriber.

In the MegaFon Salon-Shop, everything went more or less routinely, one of the two employees was in the know. True, for a long time he persuaded me to connect “Subscription Ban” instead of the second account, yeah-yeah (see above). It is convenient that the application form has fields for four numbers. According to the employee, the second content account starts working immediately. As a warning: by law, the ban is required to apply only to third-party content providers, and this is true in MegaFon. They can catch you with a subscription to some of their video portals or something else.

Summary

The second content account is still not a panacea, but in most cases it will “save and save”, including from the now popular SMS Trojans. At the same time, creating additional inconvenience when paying for the same parking lots. Fraudsters, of course, can "go around on a crooked goat" and the second account by launching its replenishment from the main one with the USSD command. In this sense, the insane procedure in MTS is the most secure. On the other hand, thieves are not interested in messing with complex and “advanced” software, the vast majority of fraudulent solutions are aimed at a mass audience.

As for the microscopic popularity of the “second account” service, I predicted this a year ago: the rejection of the default option, lack of information and additional obstacles did their job.

After three business days, a content account will be created.

Practice

After reading horror stories about "handwritten long-written" statements (December 2014), I wanted to test the procedures myself.

However, young and hot content riders always wanted to play “stole a lot - ran away”. And they finished the game when a wave of famous Windows blockers with a porn screensaver covered everyone and reached our high-ranking officials.

And since then, the content lawlessness has greatly diminished, this is a fact.
